What Makes "Systemic Racism" Systemic?

Abstract:
In this presentation, Professor Bonilla-Silva, one of the top proponents of the structural perspective on racism (see his 1997 article in ASR), will address what is systemic racism. The term has become quite popular, but most people still do not truly know what it is and are clear on the theoretical and practical implications of the concept. After providing the necessary elements for a definition, he will illustrate how it works ideologically by discussing briefly "color-blind racism" (Bonilla-Silva's book Racism Without Racists) and at the meso or organizational level (the case of HWCUs or historically white colleges and institutions). But the core of his discussion, and perhaps the most controversial, is an effort to explain how all individuals are the "personifications of the racial order" and participate in it. What we call "racial structures" or "structural practices" are not theoretical matters. They are living, real things enacted and carried out by individuals, most of whom (particularly on the White side of the world) engage in "racial acts" without much thought or intent.
