The Paradox of Civic Capacity Building

Abstract:
In this paper, we analyze the interplay between institutional ensembles and civic capacity using a theoretical framework that relies on two assumptions (i) that a nation or region's mixture of institutional types: market, hierarchical, democratic, and community-based institutions influences civic capacity | the human and social capital, behavioral repertoires, belief systems, and knowledge of its citizens and (ii) the amounts and types of civic capacity influence how well given institutional types perform. We first demonstrate that the composition of equilibrium ensembles can be path dependent and depends on the vulnerability of civic capacity to institutional choices. We and that equilibrium ensembles are often inefficient, suggesting the inadequacy of considering institutional choices and designs in isolation. We then derive the paradox of civic capacity building: institutional types that produce even modest levels of civic capacity for other institutional types can become less prevalent and even disappear entirely. We further show that synergies between institutional types can exacerbate the collapse of institutions that build general purpose civic capacity.
