Social Change and Shifting Cohort Fortunes in Crime and Its Control Over the Life Course

Abstract:
This presentation highlights cohort differentiation in growing up during the largescale transformations of American crime and punishment over the last three decades. Entire cohorts of children have come of age in such divergent macro-historical environments that typical markers of a crime-prone character, such as being a chronic offender or having an arrest record, are as much a function of social change as of an individual's early life propensities or traditional background characteristics. I link individual and cohort trajectories with changing times in a new phase of the Project on Human Development in Chicago Neighborhoods, a 25-year multi-cohort longitudinal study that started in the mid-1990s. Key findings on arrest, gun violence, and predictive risk assessments of future criminality inform the general argument that focuses on when we are, not who we are.
